Senior Project Manager (Preconstruction)

We’re looking for a Senior Project Manager (Preconstruction) to join our growing Willmott Dixon Interiors team, based from our Old Bailey office in London, with hybrid working available (three days office-based and two days remote).


This is a senior leadership role within our preconstruction function, responsible for managing complex projects from initial opportunity through tender, PCSA and financial close, before successful handover to delivery teams.


Working across a varied portfolio of interior refurbishment and fit-out projects, primarily through public sector frameworks, you’ll lead internal teams, consultant partners and supply chain stakeholders to secure profitable work and set projects up for successful delivery.


As the successful Senior Project Manager, you’ll lead the full preconstruction lifecycle on large and/or complex projects, ensuring bids are high quality, commercially robust and aligned to customer requirements.


You’ll play a key role in shaping strategy, managing second-stage tender processes and leading multidisciplinary teams including planners, estimators, design managers and MEP specialists.

Key Responsibilities:

Work Winning & Strategy



  • Lead bid and preconstruction strategy for major projects and framework opportunities.

  • Manage first-stage and second stage tendering through to contract close.

  • Create winning strategies that maximise conversion and profitability.

  • Lead post-tender interviews and senior customer engagement activity.


Project Leadership



  • Lead internal project teams and external consultant / supply chain resource.

  • Allocate responsibilities, manage resources and maintain momentum throughout the bid lifecycle.

  • Drive accountability, quality and collaboration across all stakeholders.

  • Provide clear reporting to senior leadership and secure governance approvals.


Commercial & Risk Management



  • Ensure projects are commercially robust and handed over profitably.

  • Lead risk identification, mitigation planning and corrective actions.

  • Support commercial negotiations with customers and professional teams.

  • Reduce cost of error and improve bid certainty.

Essential Skills:


  • Proven experience leading preconstruction / bid delivery on major construction or interiors projects.

  • Strong second-stage tendering / PCSA experience.

  • Excellent leadership and stakeholder management capability.

  • Strong commercial acumen and risk management skills.

  • Experience managing multidisciplinary internal teams.

  • Strong presentation and communication skills.

Desirable Skills:


  • Experience within fit-out, interiors or refurbishment markets.

  • Public sector framework knowledge (SCAPE, CCS, Procurement Hub etc.).

  • PRINCE2, APM, MCIOB, RICS or equivalent qualification.
