Thames Valley Police Forensics Centre

A new centre that will futureproof Thames Valley Police's forensics capability and capacity

Our blue-light sector experts are working in collaboration with Thames Valley Police (TVP) to provide a new Forensic Investigation Unit in Bicester, Oxfordshire. Targeting Spring 2026 completion, this project will consist of state-of-the-art laboratories, new digital technologies, and dedicated training facilities which will foster enhanced futureproofed capabilities for the force. This project has been thoughtfully designed to increase the collaboration capabilities across the office.

Procured through SCF, the purpose-built centre is part of the force’s wider Forensic Improvement Programme, which will see significant investment over the next three years to transform forensic services, improving investigations and the outcomes for victims.

Police and Crime Commissioner, Matthew Barber said:

“This is an exciting new chapter for Thames Valley Police. Ensuring the police are on the cutting edge of forensics is critical to keeping the public safe.
"Whether the crime is burglary, sexual offences or other serious violence, it is vital we work to stay one step ahead of the criminals. This significant investment in our estate will transform our forensics service providing state-of-the-art support for operational policing and delivering improved outcomes for victims. It will also futureproof our forensics capability and capacity helping us to meet existing and future demand.”

In collaboration with AtkinsRéalis, this project is designed to centre around a striking atrium. This open environment will help to foster collaboration as people move throughout the office. The build will also include a separate roof garden area, aimed at enhancing team wellbeing and providing outdoor breakout spaces.

A standout feature of the design is the expansive floor-to-ceiling windows, which maximise natural light, connecting the internal space with the surrounding Oxfordshire scenery.

Working closely with Thames Valley Police and architects at AtkinsRéalis, we will be delivering a building that is thoughtfully tailored to the needs of the Forensics team in order to enhance their capabilities as a department.

Deputy Chief Constable Snuggs said:

“When complete, this facility will provide a state-of-the-art space for our Forensic Investigation teams and improve our service delivery to the public. It will also enable Thames Valley Police to enhance its forensic provision with a variety of crime scene investigation and digital roles, as well providing bespoke on-site training facilities for staff and students."

Head of Forensic Services, Kay Hannam said:

"This new Forensic Services Centre is a huge step forward, replacing outdated facilities with a fit-for-purpose space that fully supports our work. It provides the environment, tools, and collaboration opportunities needed to meet both current and future forensic demands.
“But it’s more than just a building it’s an investment in our people. With dedicated training areas, improved working conditions, and a design that brings teams together, this facility will create the best possible opportunity for collaboration, innovation, and the continued evolution of forensic science in support of justice.”

Richard Poulter, Managing Director of Willmott Dixon’s South region, said:

“We are thrilled to support Thames Valley Police in enhancing their forensics department, providing state-of-the-art facilities and training that will ultimately benefit both the department and the wider community.
“Collaborating closely with TVP, we have ensured that this project is tailored to meet their specific needs, equipping forensic teams with the best possible resources.”

A focus of this project has been ensuring that throughout the build, we are providing local people with apprenticeship opportunities. We currently have an apprentice that will be working on the project from the start, and we will be looking to get two T Level students to come and work on site.

This project continues Willmott Dixon’s national track-record or work for the emergency services. Recently we have completed a new HQ for Dorset Police Force, and we are currently delivering Hertfordshire Constabulary HQ in Stanborough, Welwyn Garden City.

PROJECT HIGHLIGHTS

  • Replaces outdated facilities that are not fit for purpose and not co-located.
  • Flexible use built in.
  • Fosters academic and employment opportunities in the locality
